China’s Ministry of Industry and Information Technology (MIIT) has issued new guidelines to enhance energy efficiency and carbon reduction in industrial enterprises and parks through digital technologies. The Guidelines for Developing Digital Energy and Carbon Management Centers in Industrial Enterprises and Parks (hereinafter referred to as the Guidelines) aim to strengthen carbon monitoring and management while supporting the country’s broader carbon emissions control framework. The Guidelines outline four key areas:
1.Objectives
The goal is to enable precise measurement, refined control, intelligent decision-making, and real-time visualization of energy use and carbon emissions. By improving energy efficiency and reducing emissions, the initiative will help accelerate the green transition in industrial enterprises and parks.
2.Core Functions
The management centers will provide real-time energy consumption tracking, efficiency benchmarking, carbon footprint accounting, and budget planning for energy use and emissions. Enterprises and industrial parks can tailor specific functions based on industry needs.
3.Technical Framework
The Guidelines detail the system architecture, covering infrastructure, data collection, modeling, applications, and interactive dashboards. Enterprises are expected to develop and continuously update their systems in compliance with national energy efficiency and carbon reduction standards.
4.Implementation Measures
The policy also sets requirements for governance, cybersecurity, and compliance with China’s Energy Conservation Law to ensure these centers operate securely and effectively.
MIIT plans to work closely with local governments to implement the Guidelines, encourage industry-specific adoption, and accelerate the rollout of energy-saving and carbon-cutting technologies. The initiative is expected to strengthen carbon management in key industries and lay the groundwork for China’s carbon peaking and neutrality goals.
